Council Staff
The Town Council employs a small team of staff who work within the Town Council’s Office which is located at Todmorden Town Hall.
Naomi Crewe
Town Clerk
Naomi joined Todmorden Town Council in February 2022 and is enjoying the new challenges which have come with this role and supporting the community in Todmorden.
Naomi has held a range of operational/management positions in the private sector and the need to provide good service has always been the forefront focus in all of her roles. She views this as very important for the residents of Todmorden in her role as Town Clerk at Todmorden Town Council. Naomi has also held various management positions in the public sector and in local government.
Nicola Pugh
Deputy Town Clerk & Responsible Financial Officer
Nicola joined Todmorden Town Council in September 2019 and serves as Deputy Town Clerk and Responsible Financial Officer (RFO).
She moved to Todmorden in 2004 from Bethnal Green, London, where she held events and project management roles at Burson-Marsteller, the Business Design Centre in Islington and the Earls Court & Olympia Group.
As RFO, Nicola is responsible for managing the Council’s finances, including budgeting, financial reporting, and ensuring compliance with regulatory and audit requirements. She works with councillors to support informed decision-making and ensure public funds are managed responsibly.
Before joining the Town Council, Nicola spent 14 years in the renewable energy sector—initially with the Government’s Community Renewables Project, and later in the private sector, focusing on the planning and permitting of medium-to-large wind energy developments and biomass district heating schemes.
Nicola also serves as Secretary/Treasurer of the Cloughfoot School Trust, a local charity offering small grants to young people from Todmorden who are in education or training.
Colin Hill
Project Manager
Colin has held a range of operational/management positions in the private sector in banking, electrical retail and marketing .Whether at the sharp end or at a head office, the need to provide good service has always been a key aspect of focus and is still important in his role as Project Manager with Todmorden Town Council.
Colin has held various management positions in the Public Sector at Borough Council level covering Public Halls, Retail Markets, Town Centre Management, Head of Service Facilities Management and more recently CEO for Colne Town Council, where he oversaw an eightfold increase in turnover as a number of services were transferred from Pendle Borough Council.
Colin joined Todmorden Town Council in June 2019 as Town Clerk and Responsible Financial Officer and was able to use his 23 years in varied Public Sector positions to take the team forward in helping implement the business of the Town Council with great success.
Colin retired from the role of Town Clerk and RFO at the end of February 2022 but is staying with the Town Council for a little while to help with handover and to work on some outstanding projects, before then helping the Town Council proposal as Sponsor for six Centre Vale Park projects to be funded by the Town Deal fund.
Jessica Norcliffe
Administration & Development Officer
Jess joined us in 2024 as our new Administration Officer, after 10+ years in the hospitality industry, spending half of that time in management positions.
Her role at the Council is varied and involves providing general Administrative support to the office and Councillors, managing the Mayor’s diary, monitoring and uploading content to the Town Council’s Website and Social Media pages, assisting with projects such as the My Tree Promise scheme, and planning events – specifically the Christmas Tree Light Switch On.
Jess also recently took on the additional role of Development Officer at the Town Council, which includes preparing the agenda and papers for, and minuting the Development Committee meetings, actioning any issues raised in the meetings, and ensuring consideration of the recently adopted Neighbourhood Plan when acting as statutory consultee on planning submissions.
Having lived in Todmorden her whole life, Jess cares a great deal for the Town and is pleased to be working in a role which provides support to the local community.
Becca Toop
Community Support Officer
Becca has recently joined us from a role managing community arts projects, designing and implementing projects that use art to tell stories and showcase often unheard voices from the community.
She has a background in anthropology (study of culture), pursued an MA in visual anthropology and went on to make documentary films. This then led to a spell working as a video journalist in Scotland, covering grassroots community issues and initiatives.
She is excited to bring her range of experiences to support voluntary groups in Todmorden, in any way that is needed!
